Voter Data & Political Services Terms

Georgia. These Voter Data & Political Services Terms (this “Addendum”) apply when a subscription includes voter-registration data, voting-history data, modeled political intelligence, voter CRM functionality, canvassing, political-party or campaign services, or other election-related functionality. They supplement the CivicBubble Command Center Terms of Service (the “MSA”) — the agreement for Command Center and Campaign HQ subscriptions. Capitalized terms have the meanings in the MSA. Presence Manager and Campaign Manager subscriptions do not include voter data and are not subject to this Addendum.

1. Licensed Voter Data Territory

1.1 Territory

Customer may access CivicBubble voter data only for the Licensed Territory included in Customer’s Plan (as selected at Checkout or configured in the Services when the voter-data add-on is activated). Customer may not use a county, district, or other territory license to access or construct a broader voter dataset.

1.2 No Ownership Transfer

The territory license grants access and use rights during the Subscription Term; it does not transfer ownership of CivicBubble Data or create a perpetual data license.

2. Imported and Integrated Customer Data

2.1 Customer Data

Any information supplied, imported, integrated, synchronized, created, collected, or entered by or on behalf of Customer, or at Customer’s direction—including membership, event, payment, organizational, leadership, voter CRM, canvassing, and other operational information—is Customer Data under the MSA, regardless of source.

2.2 Customer Rights and Authority

As between the Parties, Customer Data remains Customer’s data and CivicBubble claims no ownership interest in it. Customer represents that it has the rights and permissions needed to provide, import, integrate, use, and direct CivicBubble to process Customer Data.

2.3 No Company Sharing or Cross-Customer Use

CivicBubble will not sell, license, disclose, pool, or use Customer Data for the benefit of another CivicBubble customer. CivicBubble will not use Customer Data to build, train, calibrate, enrich, or improve another customer’s data, voter profiles, account, or CivicBubble modeling for that customer. Customer Data may be shared with another CivicBubble customer only through an available partnership or collaboration feature, or as otherwise authorized in writing, and only when both the sending and receiving organizations affirmatively authorize the collaboration.

3. CivicBubble Foundational Voter Data and Intelligence

3.1 CivicBubble Data

CivicBubble Data may include foundational voter profiles, voter registration identifiers and attributes, voting-history compilations, geographic and neighborhood information, neighborhood profiles, party-affinity modeling, scores, classifications, derived analytics, enrichments, and related methodologies that CivicBubble independently procures, licenses, compiles, creates, or develops.

3.2 Ownership and Source Rights

CivicBubble retains its protectable rights in the compilation, organization, enrichment, transformation, modeling, scoring, methods, and derived analytics that constitute CivicBubble Data. Underlying public records and third-party data remain subject to applicable law and the rights or restrictions of the originating source.

3.3 Customer Use

Customer may view and use CivicBubble Data through the Services for lawful political, civic, organizational, voter-engagement, and campaign purposes within the Licensed Territory during the Subscription Term.

3.4 No Bulk Redistribution

Customer may not sell, resell, sublicense, commercially redistribute, publish in bulk, or provide CivicBubble Data to another person or organization except through an expressly authorized CivicBubble sharing feature or as CivicBubble separately agrees in writing.

4. Customer Voter CRM and Export Rights

4.1 Customer-Created Voter Information

Customer owns Customer Data it creates or imports on top of CivicBubble voter profiles, including custom fields, notes, contact outcomes, canvassing history, tags, assignments, supporter classifications, and similar Customer-created CRM information.

4.2 Exports

Customer may export and retain its Customer Data during the Subscription Term and for the post-termination export period in the MSA. Voter CRM exports may include the Georgia voter registration identifier and other minimal reference fields reasonably necessary to associate Customer Data with the applicable voter.

4.3 Excluded from Exports

Unless CivicBubble expressly agrees otherwise in writing, an export of a voter record does not include CivicBubble’s foundational voter dataset, voting-history compilation, proprietary modeled attributes, party-affinity scores, neighborhood intelligence, derived analytics, or other CivicBubble Data merely because those fields are visible in the same profile.

5. Customer-Directed Partnerships and Sharing

5.1 Private by Default

Customer Data is private to Customer by default.

5.2 Selective Sharing

If Customer and another CivicBubble customer mutually authorize a partnership or collaboration, Customer may select available grassroots activity, plans, voter-interaction information, or voter CRM fields to share on a field-by-field or feature-by-feature basis.

5.3 Mutual Authorization and Responsibility

CivicBubble will not initiate cross-customer sharing of Customer Data. Collaboration features require affirmative authorization by both participating organizations. Each organization is responsible for determining that it has authority to send, receive, and use the information made available through the collaboration.

5.4 Discontinuation and Effect of Revocation

Either participating organization may discontinue a partnership or stop sharing any category of information at any time. Discontinuation stops future sharing and future updates of the affected information. It does not retract, revoke, or require deletion of voter-interaction information, plans, voter CRM fields, or other Customer Data that was previously shared through the partnership. Previously shared information may remain available to the receiving organization, subject to applicable law and source restrictions.

6. Voter Data and Election-Law Compliance

6.1 Georgia Voter Data; Purpose Limitation

Georgia voter-registration data made available through the Services may be used only in connection with lawful political, civic, campaign, political-party, voter-engagement, or election-related activities and may not be used for consumer marketing, commercial solicitation, sales prospecting, lead generation, resale, or any other commercial purpose prohibited by O.C.G.A. §§ 21-2-225(c) or 21-2-601. Customer will not use or direct CivicBubble to use such data for a prohibited purpose.

6.2 CivicBubble Role

CivicBubble uses and processes Georgia voter-registration data only as necessary to operate the Services and support Customer's authorized political, civic, campaign, party, voter-engagement, and election-related activities. CivicBubble does not sell or distribute the Georgia list of electors as a standalone dataset or use voter-registration data to market unrelated goods or services to voters.

6.3 Source Restrictions

Data received from government agencies, political organizations, licensors, or other sources may be subject to additional use, security, export, or redistribution restrictions. Customer will comply with restrictions applicable to data Customer supplies, receives, accesses, or is authorized to use through the Services.

6.4 Political and Campaign Compliance

Customer is responsible for its own campaign-finance, election-law, disclaimer, reporting, coordination, and recordkeeping obligations. CivicBubble does not determine whether Customer’s particular use, sharing, expenditure, payment, or communication must be reported or treated in a particular manner.

6.5 Pricing and Campaign-Finance Treatment

CivicBubble charges subscription and service fees for its technology and related services. Any discount, founding-customer price, pilot price, waived setup fee, or other pricing concession will be shown at Checkout, on the Stripe receipt, or on an invoice and is intended as an ordinary pricing arrangement, not as a political contribution, in-kind contribution, endorsement, or affiliation. Customer remains responsible for any campaign-finance reporting or treatment required by applicable law. This Section addresses pricing and campaign-finance treatment only and is not intended to characterize any use of voter-registration data as commercial or noncommercial under applicable election law.

6.6 Compliance Safeguard

CivicBubble may restrict, suspend, or modify access to voter-registration data or related functionality if CivicBubble reasonably believes that continued access or use may violate applicable law, source restrictions, governmental requirements, or the terms of this Addendum.

7. Political Communications and Outreach

7.1 Customer Responsibility

Customer is responsible for the legality of its canvassing, phone, email, push, advertising, and other outreach, including consent, sender identification, disclaimers, opt-outs, do-not-contact instructions, and any restrictions applicable to the channel or audience.

7.2 Voter Interaction Records

Customer is responsible for the content and lawfulness of notes or classifications it records about voters and should not enter Restricted Data or unlawfully discriminatory, threatening, or defamatory information.

8. Data and Modeling Disclaimer

8.1 Models Are Analytical Tools

Party-affinity models, neighborhood profiles, scores, classifications, and other derived analytics are probabilistic or analytical tools and are not guarantees of a person’s beliefs, future behavior, voting choice, or election outcome.

8.2 No Reliance Warranty

Customer is responsible for combining CivicBubble analytics with its own judgment and for independently verifying information before making material legal, compliance, financial, or campaign decisions.

9. Order of Precedence

If this Addendum conflicts with the MSA, this Addendum controls for voter-data and political-services matters. Customer’s Plan controls for the specific Licensed Territory, selected modules, and pricing.

Completing Stripe Checkout or the Stripe Pricing Table with the required terms checkbox, or otherwise accepting the Command Center Terms of Service, is acceptance of this Addendum when it applies.
