How Georgia Voted: County by County, and What the Voter Rolls Say

Governor's Race: Analysis of where the votes came from

Keisha Lance Bottoms (Dem) has more votes than Rick Jackson (Rep) statewide, 2,268,464 to 1,908,266. Rick Jackson has more votes in 125 of Georgia's 159 counties, but the 34 counties where Keisha Lance Bottoms has more votes have more total votes for Governor: 2,394,405, compared with 1,782,325.

See all 159 counties.

💡

Election Insight

The 55 darkest red counties only cover 32.1% of the state's area, but Metro Atlanta's 11 core counties are 5.6% of the area and carried 49.2% of the votes.

Keisha Lance Bottoms has 735,174 more votes in Metro Atlanta. Rick Jackson has 374,976 more in the other 148 counties. The difference is her statewide margin of 360,198 votes. Fulton County alone has more votes than the 91 counties with the fewest votes combined.

Who voted by CivicBubble™ party model

  • Who voted in each CivicBubble™ party model group?
  • How many in each group didn't vote?
  • How do voters modeled as Republicans and Democrats compare?

Georgia doesn't register voters by party. CivicBubble™'s party model places each voter in a group based on multiple factors, including historical primary ballots recorded. It's a calculated model built from public records of past election participation. We don't know how anyone actually voted.

💡

Election Insight

People with a modeled party are far more likely to vote. 48.3% of active voters have one, but they're 72.1% of the people who voted.

See the data

Voters modeled as Republicans and Democrats are nearly even as of 11/4/2026, 1,448,414 to 1,445,187. 44 counties are still uploading, so these numbers can change.

💡

Election Insight

3,435,489 of 7,530,798 active voters had no vote recorded as of 11/4/2026. 54.4% of active voters have a vote recorded, and 45.6% do not.

Some voters may still be added. Georgia law gives county registrars up to 60 days after an election to enter who voted (O.C.G.A. § 21-2-215(i)), and counties must certify results by 5 p.m. Monday, 11/9/2026.

Party model voters by county

  • How many voters in each party model group voted, by county?

Darker green means higher turnout for that group. An amber outline means the county is still uploading.

💡

Election Insight

Before the 11/3/2026 election, voters modeled as Republicans slightly outnumbered those modeled as Democrats, and 51.7% of active voters were Undetermined. So the model can't label the state.

Democrats have more votes in all 11 statewide races, and Republicans held 9 of those seats before 11/3/2026. In the U.S. House, no seat changed party, but 4 seats show a new person with the most votes: Districts 1, 10, 11 and 13. Four State Senate seats and 16 State House seats show a different party with the most votes.

See the seats: Statewide races, U.S. House, State Senate, State House.

Undetermined and Swing voters, and what changed

  • Did independents vote?
  • What does the data show about why Democrats have more votes?

Georgia has no party registration, so there is no count of independents. Undetermined and Swing are CivicBubble™ model groups and the closest we have. The state doesn't show how anyone voted, so these numbers can't say which voters decided the race. Here is what the data shows.

Ossoff and Bottoms compared

Redder means Bottoms' margin ran further behind Jon Ossoff's in that county.

What changed since 2022?

Change in the Governor margin from the 11/8/2022 election. Different candidates, so it shows places that moved, not people.

What happens next

  • Counties certify by 5 p.m. Monday, 11/9/2026. The Secretary of State certifies state and federal races by 5 p.m. Friday, 11/20/2026.

  • Recounts. House Districts 103 and 154 are within one-half of 1 percent. Under Georgia law, a losing candidate can ask in writing for a recount at that margin, within two business days after certification.

  • New members take office in January.

One Vote in Oliver, Four in Burke County: Georgia's Closest Races of 2026

Unofficial results show 34 Georgia races within 100 votes, four contests in recount range and a mayor's race separated by one vote. Here are the closest races at every level, and why they matter.

Key findings

  • One vote separates the candidates for mayor of Oliver. It's 33 to 32 in the Screven County town.

  • 34 races are within 100 votes, and 89 are within 500. That's out of 358 contested candidate races statewide.

  • Two State House races are within 60 votes. District 103 has a gap of 27 votes out of 23,981. District 154 has a gap of 59 out of 19,733.

  • Four contests are inside Georgia's recount range of one-half of 1 percent: two State House seats, a Burke County Commission seat and a Peach County debt question.

  • In 16 races, no candidate is above 50%. One candidate in Wheeler County sits at exactly half the vote.

Why this matters

People talk about swing states in a presidential election, where a small number of votes can decide everything. Local races work the same way, with far fewer votes. The people on these lists set budgets, run school systems and decide what your property taxes pay for.

We say “more votes” throughout because nothing here is official yet. These are the votes counted as of 11/4/2026, and we aren't calling any of these races.

Ballot questions: millions of dollars, a few votes

Close calls weren't only about candidates. 13 local ballot questions are within 100 votes. Some of them are small-town alcohol votes, like Morven (83 to 76) and White (92 to 79). Others carry a lot of money.

Peach County voters had two connected questions. A transportation sales tax has more Yes votes, 5,794 to 4,551. A separate question on $18.2 million in county debt tied to that tax has more No votes, by 16 votes. The county has 572 fewer votes on the debt question than for Governor. That's about 36 times the gap.

Small gaps, many voters

In each of these races, the gap is tiny next to the number of active voters. That difference doesn't tell us how many people stayed home, because some voters skip a race. It does show how few votes separate the candidates.

One vote short of a majority

Georgia generally requires a majority to win, which the state describes as 50 percent plus one. In 16 races, no candidate is above 50%.

In the Wheeler County race for Probate/Magistrate Judge, Gian "John" Mancini has 883 of the 1,766 votes counted as of 11/4/2026: exactly half, and one vote short of a majority. In St. Marys City Council Post 3, Chad Ingram (I) has 3,089 of 6,180, two short of a majority of those votes.

Not every race here is headed to a runoff. Some city charters use different rules, and the numbers can still change. The general election runoff is Tuesday, 12/1/2026.

What happens next

  • Counting continues. Counties keep working through provisional ballots and certain absentee ballots after election night. Twelve counties hadn't reported provisional ballots in this file.

  • Counties certify by 5 p.m. Monday, 11/9/2026. The Secretary of State certifies state and federal races by 5 p.m. Friday, 11/20/2026.

  • Recounts. Under Georgia law, a losing candidate can ask in writing for a recount when the gap is one-half of 1 percent or less of the votes cast, within two business days after certification. For a binding ballot question that close, the state's Constitutional Amendments Publication Board may call for a recount in that same window. A 2026 law also orders a hand recount in that range for general election races for eight statewide offices when the race is first or second on the ballot. No statewide race came close.

  • Runoffs. If your race goes to a runoff, you'll vote again on 12/1/2026. Check your My Voter Page for your ballot and polling place.

What this doesn’t tell us

  • Who won. Nothing here is certified, and we haven't called any race.

  • How many people stayed home. Votes in one race leave out people who skipped that race. Active voters are from August, and inactive voters can also vote, so that comparison is approximate.
